NOTICE OF RACE

1. Organizing Authority

Organizing Authority (OA) is the Royal Danish Yacht Club (RDYC) in conjunction with the Yngling Club Denmark (DYK) (www.yngling.dk), the International Yngling Association (IYA) (www.yngling.org) and the Danish Sailing Association (www.sejlsport.dk).

2. Rules

2.1.             The regatta will be governed by “the rules” as defined in the Racing Rules of Sailing (RRS) the International Yngling Class Rules, the International Yngling Class Championship Rules, this Notice of Race and the Sailing Instructions and any amendments thereto.

2.2.             If there is a conflict between this Notice of Race and any Preliminary Notice of Race, this Notice will govern.

2.3.             Appendix P, Immediate Penalties for Breaking Rule 42, will apply

3. Advertising Identification

3.2.             Competitors may be required to display advertising from the event sponsor in accordance with ISAF Advertising Regulation 20.3(d)(i).

3.3.             The Organizing Committee may decide that bow numbers must be used. If so the Organizing Committee shall provide bow numbers and specific instruction for how to mount them.

4. Eligibility

4.1.             All competitors (helmsman and crew) shall meet the eligibility requirements of ISAF Regulation 19.

4.2.             The Championship shall be raced with a helmsman or helmswoman and two crew members.

4.3.             IYA eligibility as per Yngling Championship Rules, rule 8 is required for all competitors.

4.4.             Earlier world champion helmsmen may apply IYA for wildcard.

4.5.             Each National Yngling Association (NYA) or National Authority (NA) wishing to enter teams for this World Championship shall complete the “Application for Entries” form as available from the events website http://www.yngling.org/. This form, accompanied by an “Application for Entry” fee per boat as specified in Rule 6.7 of the International Yngling Class Championship Rules, shall be sent with one copy each duly filled out and signed (Post marked not later than April, 27,2008) to:

·              The IYA Treasurer Mr. René Steimer, Rennweg 27, CH – 8704 Herrliberg, Switzerland.

·              The IYA Executive Secretary, Mathias Dahlström, IYA-office, Box 1008, SE-251 10 Helsingborg, Sweden.

·         An application fee of EUR 27 per boat shall be forwarded to the IYA through payment to: International Yngling Association,.Credit Suisse,  Rathausplatz, Postfach 4281, CH-8022 Zurich, Switzerland

5. Entries

5.1.             Entries have to be made on the official Entry form available from the WC website at http://www.yngling.org/. The Entry form should be accompanied by copies of the following documents:

-           A copy of the valid Measurement certificate including boat corrector and weight;

-           A copy of the valid Measurement form;

The Entry form and documents have to be collected by the NYA (or NA if no NYA has been established) and forwarded to: KDY, Tuborg Havnevej 15, 2900 Hellerup, or send as scanned documents to: kdy@kdy.dk . These documents must be received not later than June, 8, 2008. As acknowledgement of the receipt of the entry an e-mail will be sent back.

The Entry Fee is EUR 400,- per boat. The Entry Fee is payable in Euros only and must be settled not later than June 5, 2008. The Bank Account is:

5.2.            
Payments have to be made by the NYA or NA.

6. Venue

The Regatta Office is at the KDY office area, Skovshoved Havn 5, 2920 Charlottenlund (North part of Skovshoved Harbour) and will be open as from: July 1st, 2008 at 11.00 hrs.

7. Registration

7.1.             Each skipper shall personally register and sign the registration form in the Regatta Office.

7.2.             At registration each skipper shall be asked to present a copy of the valid Measurement Certificate of the boat in which he or she is competing.

7.3.             Only boats that have completed registration, paid the entry fee and passed the prescribed measurement check procedure, not later than July 6, 2008 at 15.00 hrs, are entitled to race.

8.  Liability and Insurance

8.1.             At registration all owners shall present a copy of a third party liability insurance document with a minimum cover of € 250.000,00 / 600.000,00 (Material damage/Personal damage) for the boat, valid for the duration of the Championship.

8.2.             The Organizing Authority or any other party involved in the organization of the regatta will accept no liability whatsoever for any personal or material damage (including but not limited to death, injury, consequential damages, etc.) sustained prior to, during or after the regatta (see RRS 4, Decision to Race).

8.3.             Nothing done by the organizers can reduce the responsibility of the boat, nor will it make the organizers responsible for any loss, damage, death, or personal injury, however it may have occurred as a result of the boat taking part in the racing. The organizers encompass everyone helping to run the races and the event and include the Race Committee, the Principal Race Officer and the boats of the Race Committee and Rescue.

9. Measurement

9.1.             All eligible boats must be presented for measurement inspection of hulls, spars, sails and equipment, according to the measurement schedule to ensure they are in accordance with the International Yngling Class Rules. The officially appointed Equipment Inspector may also require the presentation of a certified copy of the measurement form.

9.2.             All sails shall carry an event stamp (max 2 jibs, one main and one spinnaker). Only measured equipment may be used for the Torm Yngling Open World Championship 2008.

10. Program and Schedule of Races

10.1.          The Championship will be sailed in a single fleet.

10.2.          The Race Committee may decide to restrict the numbers of entries to 90 boats.

10.3.          The Regatta will consist of a maximum of 10 scheduled races. Two races are scheduled each day. One extra race per day may be sailed if the Race Committee so decides, depending on wind or weather forecast.

10.4.          No warning signal will be made after 16.00 hrs (LT) on July 12th ,2008.

11. Sailing Instructions

The Sailing Instructions are available when registering at the Regatta Office, and on the regatta web-site from the 1st July.

12. Scoring

The Low-Point Scoring System, Rule A4 will apply. The worst score, except as specified in RRS 89.3, will be discarded if five or more races are sailed.

13. International Jury

Decisions of the International Jury shall be final in accordance with RRS 70.4.

14.  Prizes

14.1.          The helmsman or helmswomen and crew of the winning boat will be the Yngling World Champions 2008 and will receive the Open World Championship Perpetual Trophy and official IYA medals.

14.2.          Other prizes shall be awarded according the Sailing Instructions.

15. Racing Area

Racing will take place in the waters east of Skovshoved Harbour.

16. Courses

The courses will be Windward-Leeward Courses.

17. Coaching and Support Boats

17.1.          Before racing support boats must be registered at the Regatta Office. Only accredited coaches will be allowed to go afloat.

17.2.          The Organizing Committee may decide that registration numbers must be used. If so the Organizing Committee shall provide stickers or flags to be displayed at all time.

17.3.          These coaching or support boats shall conspicuously display the national flag of the competitor’s nation they are coaching or supporting.

17.4.          In case of a breach of 17.1, 17.2 or 17.3 the International Jury may decide a penalty imposed to a sailor or sailors in the team of that coach based on the protest by the RC.

18. Hauling-out and mooring Restriction

18.1.          All boats participating in the Torm Yngling Open World Championship 2008 shall be afloat by Sunday July 6th at 15.00 hrs. and shall not be hauled-out until the completion of the last race unless permission to haul out was granted by the Jury. This permission will only be granted in the event of damage.

18.2.          When not sailing all boats shall be moored in the Skovshoved Harbour on designated places.

18.3.          For teams competing in the Yngling Youth European Championship 2008, there will be a possibility for hauling-out their boat after the races on Saturday July 5th or on Sunday July 6th to clean it. These boats, competing in the Torm Yngling Open World Championship 2008, shall be afloat by Sunday July 6th at 15.00 hrs.

18.4.          The Organizing Committee may restrict the time for boats to be hauled out for cleaning on July 6– Such restrictions will be displayed at the Notice board, no later than 2 hours before the restriction will be in force.
